Commerce deploys monitoring system for aluminum imports

Beginning June 28th and modeled after the Steel Import Monitoring and Analysis System, the Commerce Department will begin collecting aluminum licenses on May 27th for articles subject to safeguard measures. On May 27th, CBP deployed the Aluminum Monitoring and Analysis System, or AIM, enhancement to collect an aluminum license for articles subject to safeguard measures.

Both customs brokers and aluminum importers have a shared responsibility to register and provide data for eligible products, and Sobel Network Shipping is working closely with our aluminum importing clients to ensure compliance with this additional entry requirement.

The full details of the agency’s responses to notice and comment, as well as the announcement of the effective date of compliance can be read in this Federal Register notice. A license must be filed for each eligible shipment, and a list of the eligible HTS codes can be found on the Commerce Department’s website.

Importers, brokers, and other license applicants will need to register for an account in order to apply for a license.  The trade is advised to plan accordingly and obtain any licenses needed for entry in advance of June 28, 2021. Companies who have already registered for a steel license will not need to register for an additional account. Companies who have not registered may do so now and begin filing license applications in advance of the go-live date later in the month.

The full summary and details are best aggregated by this CSMS message to the trade issued by Customs and Border Protection.

Sobel Network Shipping has been filing for licenses for steel importations since the beginning of that program and our entry teams understand our responsibilities for each entry. If your company is an aluminum importer who will be subject to these licensing requirements for the first time and is unsure how to proceed, contact Sobel for a complimentary consultation and action plan for registration and license submission.
