In accordance with the provisions outlined in the General Notice (88 FR 48900), which was published on July 28, 2023, certain customs user fees and associated limitations, as stipulated in 19 U.S.C. § 58c, are slated to undergo revisions effective October 1, 2023. These modifications are in alignment with the mandates of the Fixing America’s Surface Transportation Act of 2015 (FAST Act), as specified in Public Law 114-94. The forthcoming changes include the following:
Merchandise Processing Fee (MPF): The ad valorem rate of 0.3464% will remain unchanged. However, the minimum and maximum MPF amounts for formal entries (class code 499) will see adjustments. The minimum will increase from $29.66 to $31.67, while the maximum will increase from $575.35 to $614.35.
Other Fee Adjustments:
- The Surcharge for Manual, Formal Entry/Release (class code 500) will be revised to $3.80.
- The fee for Informal Entry/Release, automated and not prepared by CBP personnel (class code 311a), will change to $2.53.
- The Express Consignment Carrier/Centralized Hub Facility fee will be adjusted to $1.27 per individual waybill/bill of lading. An individual air waybill refers to the lowest-level bill and does not include master bills or other consolidated documents. (Reference: 82 FR 50523, Nov. 1, 2017)
- The Commercial Vessel (class code 485) or Commercial Aircraft (class code 495) Passenger Arrival customs fee will change to $6.97 per passenger.
- The Commercial Vessel Passenger Arrival from Exempt Areas (class code 484) customs fee will change to $2.44 per passenger.
- The Commercial Truck Arrival fee (class code 492) will be revised to $6.95. It’s important to note that this fee covers CBP’s portion only, excluding the United States Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS) Agricultural and Quarantine Inspection (AQI) Services Fee, which currently stands at $7.29. The total single crossing fee, combining both fees, amounts to $14.24. After eighteen Single Crossing Fees have been paid and used for a vehicle identification number (VIN)/vehicle in a Decal and Transponder Online Procurement System (DTOPS) account within a calendar year, the payment required for the nineteenth (and subsequent) single crossings will consist solely of the AQI fee, currently $7.29, and will no longer include CBP’s $6.95 Commercial Truck Arrival fee for the remainder of that calendar year.
- The Dutiable Mail fee (class code 496) will change to $6.97.
